Annual increments would nearly double to 6% from the existing 3%, aiming to address inflation and rising living costs. The proposal also includes restructured HRA with increases of 40% for X cities, 35% for Y cities, and 30% for Z cities, with automatic indexing to Dearness Allowance. Pay bands would be rationalized by merging lower and mid-level positions while maintaining higher levels. Additional provisions include 10% bonuses for advanced qualifications and double-rate overtime under labour laws.
